Senior Contract Specialist

May 2016 - Sep 2018
Served as a Senior Contracting Officer and Lead Negotiator with a DAWIA Level III certification. I was responsible for highly specialized long-term complex contracts that affect a wide range of procurement activities or contractor operations. During the first six months, I was the lead trainer in my prior division and served as a contracting officer to three contract specialists. Once my current division was stood up (Strategic Contracting & Support Division) I was fully responsible for negotiating, awarding, and administering Long-Term Contract types i.e. IDIQs (indefinite-delivery, indefinite-quantity), and Requirements Contracts. I gained experience awarding IDIQ type contracts to include the following weapons systems: GPETE (General Purpose Electronic Test Equipment); AN/UYQ-70, MK-86 Gunfire Control System and Self Contained breathing apparatus. I reviewed and analyzed certified cost/pricing data, and performed cost analysis based on the review of certified cost/pricing data. I was responsible for all aspects of the contracting life-cycle to include: acquisition planning, solicitation preparation and publication, evaluation and analysis of proposals, conducting negotiations, preparing all necessary business clearances and other approvals (both pre and post award supporting documentation). I served as a Technical Contract expert and/or authority for applicable contractual matters related to new and/or mature Naval Weapons Systems with complex and unique logistics support problems. I analyzed alternatives for program procurement requirements and developed procurement strategy tailored to provide the most effective support of current needs and anticipated long-range program requirements. Worked a Captain of Industry (COI) contract to establish a collaborative way ahead.
