As Vice President of Bear Development, I specialize in housing developments utilizing one or many of the following: 4% and 9% low-income housing tax credits, HUD’s Rental Assistance Demonstration (“RAD”) program, and historic tax credits. I am responsible for the overall operations of the business unit undertaking the transactions including sourcing new opportunities and seeing each development from inception through final stabilization and beyond. Through my involvement in the industry I have developed expertise in complex Section 42 and Section 47 issues, equity and debt structuring, soft funding (i.e. AHP grants, HOME), and structuring deals with public housing authorities. During HUD’s roll-out of the RAD program, I was part of a technical assistance team that HUD utilized to provide training and consultation to housing authorities to aid in their review of RAD’s impact on their developments and organization as a whole. The more than 85 projects utilized various funding sources including low-income housing tax credits (LIHTC), historic rehabilitation tax credits (HRTC), HOME funds, Community Development Block Grant (CDBG), Federal Home Loan Bank Affordable Housing Program (AHP), Public Housing Authority Capital Funds, Energy Tax Credits, conventional financing, and owner equity. Our clients’ many successes demonstrate our ability to quickly understand complex rules, regulations, and requirements associated with various funding sources.
