My practice focuses on energy law, with an emphasis on providing regulatory, transactional, litigation, and business advice to electric and natural gas utilities in the West. I have represented utilities in proceedings before the Public Utility Commission of Oregon, the Washington Utilities and Transportation Commission, the Wyoming Public Service Commission, the Utah Public Service Commission, the Idaho Public Utilities Commission, the Regulatory Commission of Alaska, and the Oregon Energy Facility Siting Council. I am a member of the Oregon, Wyoming, Washington, and Idaho Bars. I have served on the executive committee of the Energy, Telecom, and Utility Law Section of Oregon State Bar and served as President of the Board of Directors of the Oregon Energy Fund, a non-profit that develops and coordinates resources to help low-income Oregonians meet their energy needs and achieve energy self-reliance.
