      This position required a unique mix of skills and responsibilities to effectively meet my agency’s needs and statutory mission. As a ratepayer advocate in proceedings before the Minnesota Public Utilities Commission (PUC), I was tasked with using my technical skills in economics, statistics, and financial analysis to effectively communicate complex topics in a manner that is understandable both to policy makers (the PUC) and to the general public. I sponsored, and defended, expert witness testimonies in contested case hearing which were used by the PUC to render decisions that were used to set utility rates in the State of Minnesota. I filed testimony on topics such as sales forecasting, petroleum need, cost of natural gas, and utility rate design proposals. I also wrote comments and conducted analyses on topics such as annual service quality reports, gas supply adequacy, financial hedging, rate riders, deferred accounting, and other regulatory issues. These analyses required me to perform thorough economic and financial analyses and then summarize them in concise, written presentations. I also presented and defended my positions and analyses orally before the PUC. As part of this position, I routinely coordinated with other analysts and management to ensure that my investigations conformed with previous precedence and agreed, or complimented, their work and the mission of my agency. I also had experience managing colleagues in the completion of annual reports, rate case proceedings, and certificate of need proceedings. Mentoring other analysts was rewarding and helped me improve my time management and understanding of the skills, in particular patience and encouragement, which are necessary to efficiently manage staff, timelines, and resources.
