The HQMC C4 Department plans, directs, and coordinates all staff activities relating to C4 functions, and supports the Commandant of the Marine Corps (CMC) in his role as a member of the Joint Chiefs of Staff. As the Chief Information Officer (CIO) of the Marine Corps, provide oversight of Marine Corps Information Technology (IT) infrastructure, governance and policy of Marine Corps IT, and represents the Marine Corps at Federal Department of Defense (DOD), Joint, and Department of the Navy (DON) IT forums. As the Cybersecurity Workforce Manager: Develops and creates Marine Corps cybersecurity policy, directives, and guidance related to the managing, maintaining, and growing the Marine Corps Cybersecurity Workforce from 12,000 to over 30,000 personnel. Develops, implements, monitors and controls programs and projects which support the sustainment and continual education and training of the cyber security workforce. Builds and manages key performance measures, metrics, and reporting necessary to facilitate accurate accounting of the workforce at any point in time in compliance with Federal Laws. Works closely with Marine Corps stakeholders while developing strategic plans for the Marine Corps Cyber Range. Liaises closely with the Marine Corps formal schools to integrate curriculum into the cyber range environment for realistic training and exercising of forces. Leads and manages a section of approximately thirty five Marine, civilian, and contract personnel in the day- to-day operations, management, and defense of the Marine Corps Enterprise Network. Ensures staffing, budgeting, and program planning objectives are set forth for the upcoming years. Ensures 24x7x365 Enterprise System Control Watch Teams are manned with personnel of the correct skill and training. Works closely with the Alternate Network Operations and Security Center to ensure functionality at the backup site is fully trained to operationally manage the network. Manages physically separated Watch teams between Quantico, VA and Camp Pendleton, CA. Implements Enterprise Information Technology Service Management processes and procedures while regaining management control of the unclassified Navy and Marine Corps Intranet portion of the Marine Corps Enterprise Network. Manages a team of developers whom design, engineer, operate, and maintain enterprise communications tools, network common operational picture services, enterprise Remedy trouble ticketing systems, and enterprise vulnerability mitigation reporting tools. Provides an enterprise level service desk which is available 20 hours a day both at the primary site and backup site at Camp Pendleton, CA.
