As General Counsel, I formulated the client’s industry-leading legal compliance to 43 states’ ongoing legislative responses to the United States Supreme Court’s economic nexus ruling in South Dakota v. Wayfair, Inc. (permitting states to require out-of-state sellers and marketplaces to collect and remit sales tax). I coordinated with state regulatory and enforcement divisions to create exemptions, exceptions, and waivers benefiting the client. I implemented burden shifting measures, including negotiating terms with government agencies to assume the risk and burden of compliance. I offered legal opinions as needed on various issues, including states’ labor, procurement, and request for proposal regulations. I advised on states’ privacy, open-record, public depository, and auction laws. I also contracted with hundreds of cities, towns, and government agencies across the country.
