Aaron joined the Ohio Attorney General’s Environmental Enforcement Section in 2008. He has served as Assistant Section Chief since 2021. In this position, he assists the Chief in leading the Section and overseeing criminal prosecutions, civil enforcement actions and administrative appeals. Aaron also has supervised the attorneys and caseload in the Section’s Air Unit and participated in the litigation of numerous environmental enforcement actions and administrative cases for various units of the Environmental Enforcement Section in state and federal courts. He served as Ohio’s lead environmental attorney on the Volkswagen diesel-engine matter, facilitating the allocation of Ohio EPA’s share of a $2.9-billion federal trust for diesel-pollution-reduction projects in Ohio. As lead attorney, he also convinced an Ohio appellate court to reject Volkswagen’s challenge and preserve Ohio’s authority to seek penalties against the car manufacturer. After the Supreme Court of Ohio agreed with the lower court and the Supreme Court of the United States passed on Volkswagen’s appeal, Volkswagen settled with Ohio for $3.5 million. Aaron assisted in the $1.71-million settlement with Sunny Farms Landfill that resolved alleged violations of past water pollution, solid waste and air pollution laws. He also served as Ohio’s lead appellate attorney in an asbestos enforcement case, where the court affirmed an $850,000 civil penalty against a demolition company and its owner for their violations. Aaron also works on comments and appeals of rulemakings promulgated by the United States Environmental Protection Agency. In addition, Aaron participates in the Ohio Attorney General’s Major Appeals Group, assisting the Office of the State Solicitor General in brief writing and oral argument preparation for cases significant to the State of Ohio.
