      Department of Pensions is a premier government organization responsible for the disbursement of around Rs. 145 Billion social security packages with a clientele of around 2 million ( 1.4 million serving staff and 0.55 million retired including widows, orphans and differently-abled persons). The department is powered with more than 400 employees at headquarters in Colombo and another 750 at the 332 divisional secretariats which are the customer contact points island wide so that around 550,000 pensioners can have easy access to our services. The following steps were being undertaken during my tenure : 1) Rationalizing the strategies, structures and procedures 2) Automating the internal administration by developing and installing a internal web portal 3) Introducing control mechanisms and cleansing the present database which is used for monthly pension payments of around Rs. 10 billion per month totaling Rs 120-130 billions per annul.       This is a US $ 18 million project funded by World Bank under a credit line. Recently the project is restructured to finance small and medium enterprises in the tourism industry with a matching grant. I played a major role in the negotiation with the World Bank for restructuring, developed the operational manual for the matching grant program in coordination with World Bank team and selected the People’s Bank as Matching Grant Administration Bank. The project is expected to support around 1500 SMEs and bring in new investment of Rs 5000 in the Tourism SME sector, to create around 2000 new jobs and train about 2000 people. The projects to be funded will cover accommodation sector to adventure sports, Home stay units, gifts and souvenir industry and road site stations. The project is also expected to bring the informal sector to formal sector and contribute to the institutional development of tourism sector. My responsibilities include monitoring and supervising the project implementation as well as impact assessment, stakeholder consultation, convening the advisory committee etc. and to undertake pre and post assessment of the approved grants for tourism related small and medium enterprises. Kinniya divisional secretariat (Trincomalee) had around 200 staff, 80,000 population and 31 Grama Niladari divisions. Being the Divisional Secretary to Kinniya , I had to act as the chief govt. administrative officer, performing the main duties of statutory, regulatory and development functions. Assisting implementation of law and order was statutory function, attending administrative needs of the people, ensuring peace and harmony among them, distribution of essential items, preserving the environment, collecting royalties, issuing permits and license to the restricted items and activities were some of the regulatory functions. Assisting to formulate and implement development programs by agencies were my development function. I have taken special interest in the protection of child rights and have worked with the UNICEF and other national and international NGOs very closely. In addtion, was responsible for the implementation of Governments flagship poverty reduction program of SAMURDHI and running two SAMURDI poverty reduction banks.Special Feature: Since I was deployed to Kinniya on a special assignemnt for six months soon after the tsunami, I did coordination of Tsunami Relief and Recovery and Development programmes between inter departments and ministries including the local government, provincial government, water board, housing authorities, health and education departments, Implementation of Temporary accommodation programme, building permanent houses for the homeless, performing normal statutory duties including land development and administration and environmental matters and more than 100 local and international NGOs as well as bilateral donor agencies such as Swiss Development Coperation, GTZ and all UN agencies, particularly UNHCR, WFP, UNICEF and UNDP.
