I have known Mr. Heermans for almost 40 years. In that time I have not only been impressed with his intelligence but in his systematic and methodical way of approaching issues. He approaches his tasks with a mixture of professionalism, intelligence and humor. He would be an asset to any company looking for a dedicated individual who not works to meet expectations but to exceed them.

The company that became Vencore was divested from Lockheed Martin in Nov 2010. I was the Systems Integration–Product Engineering group subject matter expert for radar sensors. I acted as team lead on several efforts for legacy systems and new systems, but more commonly served as technical expert to support and develop other team leads. We advised our customers on the acquisition of large complex systems, ensuring performance requirements reflect mission needs and flow down properly. My responsibilities included image processing analysis and sensor performance analysis; acting as chief spokesperson in many forums both internal and external; providing status and results briefings to customer management.

I was responsible for the workload and deliverables of 25 engineers working multiple projects. Tasking, bidding new projects, preparing presentations and briefing customers, staffing forecasts, performance appraisals, cost account management.• Synthetic aperture radar design and analysis on SGI, IBM and Cray supercomputers. Supporting multiple efforts as subject matter expert.• Extensive signal and image processing experience, including automated change detection, derived AGI products, sidelobe control, and vertical obstruction identification.

      • I implemented a new SAR change detection capability, including porting an algorithm consisting of more than 100K lines of C and Fortran code. Interfaced with many organizations, prepared documents, delivered presentations. The successful delivery of this product led to sales of the capability to other customers.• I designed and coded a data compression utility using wavelet transform, trellis-coded quantization, and arithmetic coding. I led multiple investigations into compression of radar video phase history, complex and detected imagery, moving target indicator data, hyperspectral and EO data.• I led an R&D effort into development of subpixel registration capability, primarily for MASINT applications.
