As System Analyst, I architect infrastructure for the Patient Billing & Revenue Collection Systems, I am entrusted with upgrading the Oracle database, administering SQL performance tuning functions on version 19c, and conducting PaaS Private Cloud Platform migration of applications. My key responsibilities include: leading ongoing capacity planning, devising plans for the application enhancement and integration system revamp, and coordinating load, performance, and regression tests. Furthermore, I conduct RMAN schedule backup/restoration, disaster recovery drill/switchover, regular data archiving, and high-cost SQL performance tuning. Additionally, I design and create the backend integration system that parses and translates the billing messages from the clinical system in HL7 XML format. Following are some of my key achievements: • Led cross-functional teams and managed technical aspects of the Patient Billing & Revenue Collection System comprising daily transactions of over 150K for the Hospital Authority of Hong Kong. • Steered the development and upgrading of the Oracle Database to 11g, 18c, and 19c respectively. • Consistently aligned clients' expectations with service direction through an in-depth explanation of technical feasibilities regarding different alternatives. • Facilitated the migration of existing PBRC applications to an on-premise open source-based cloud platform, while complying with the company's cloud-native application framework, as well as adhering to CI/CD pipeline. • Boosted organisational productivity by delegating tasks and conducting robust coaching/training sessions to enhance skillset on effective utilisation of emerging technologies. • Provided top-notch performance tuning and SQL Analysis for a critical database with a performance hiccup of fewer than 0.5 hours per dip, attaining spotlight in newspaper headlines.
