Responsible for directing the activities involved in designing, developing and refining this major crown project. Specific duties have included:• Working on policies and procedures as identified by the treasury board secretariat for the government of Canada. This included drafting content for memoranda to cabinet, TB submission documents and costing templates, and the various components of treasury board’s pre-project approval process, effective project approval process (PPA and EPA)• HRS-ATD was a commercial supply chain security project which involved the risk assessment, decision support and risk management for the movement of goods and conveyances across borders• These initiatives were intended to provide risk assessment and visibility for supply chains entering Canada through IT systems incorporating advance commercial data and risk analytics.• Periodically reported using presentations and briefing materials to senior level executives to verify alignment with various government acts including the North American Security and Prosperity Plan, APEC, Kyoto Convention commitments and Canada’s own National Security Policy.• Prepared business and technical requirements for systems and protocols used in both initiatives.• Developed and provided presentations to senior management regarding risk assessment, decision support and risk management for the movement of goods and conveyances across borders.• Documented and ensured that a Rational Unified Process for all software development was followed, including adherence to the phases of the project lifecycle and associated disciplines. Under the RUP methodology, he documented high level business requirements and business use cases, data and process flows, obtains stakeholder approval, and communicated with IT development teams the business requirements to lead to the IT RUP process of creating high level design document and systems use cases and systems architectural designs.

Led the design, development, and delivery of the TITAN Targeting and Selectivity System ($30M+ Project) for the Canada Border Services Agency. Today this system is still used to assess the risk associated with the movement of cargo across Canadian borders at the National Targeting Center (NTC) in Ottawa, Canada. This system won the GTECH Gold Medal in 2005 and the Clerk's Award from the Clerk of the Privy Council within the Canadian Government.
