Armando always exceeded our expectations on the multiple mapping projects he worked on. He was able to effectively prioritize tasks and complete them efficiently. He quickly transitioned into the Planning & GIS Intern position, having come in applicable experience, and a willingness to find solutions for new challenges. I was particularly impressed with how he was able to communicate with a wide range of people that did not necessarily understand what GIS was and convey to them in layman's terms his work and maps. He will be missed from our staff, if we had the funding to keep him full time we would do it in a heartbeat. As a team member or a leader, Armando earns my highest recommendation, and his potential for growth is great.

      Dam Safety and Floodplain Management. Worked directly under a professional engineer while implementing a geospatial database that efficiently created an easy access dam database for the entire state of Virginia. Assisted with data collection, processing, and organization. Utilizing ArcMap, Google Earth Pro, and ArcMap online clients, while also communicating with dam owners on the phone to make initial contact and obtain emergency contact information which was converted into an account for a program called DamWatch which alerts dam owners in the case of a 50 or a 100 year storm.

      Worked on creating a spatial database of geolocated crashes for the Virginia Department of Motor Vehicles and highway safety professionals to improve safety through education and enforcement. Interpreted and analyzed police reports, crash diagrams, and satellite imagery to identify the most probable location of an accident at the point of impact. Tools developed specifically for this project were then used to process the located point and assign the necessary attributes for the DMV. Resulting data is able to be used in analysis of crash trends and inform road improvement decision.
