I assisted low income and minority clients at the Judicial Reform Foundation. All of these cases were pro bono. What I considered our greatest achievement was several practicing lawyers and me helped two male clients ask the Grand Justices that the subsection 3 of article 2 of the Compensation for Miscarriages of Justice Act be held unconstitutional. We finished the paper and summited it to the Judicial Yuan in 2009. In January 2010, the Grand Justices announced that the subsection 3 of article 2 of the Compensation for Miscarriages of Justice Act was in fact unconstitutional in the Interpretation No. 670. Very few lawyers can get a law struck down due to constitutional issues in Taiwan, but we did. One night in late July 2013, my classmate and lawyer Yu Tsung-ming (余宗鳴) created a social network called the Social Movement Pro Bono Lawyers Online, which regrouped lawyers who were interested in providing pro bono services with the assistance of friends from the NGO sector. Thus, we became the founders of this social network. After a week, the number of lawyers who offered their services had grown dramatically. The Judicial Reform Foundation (民間司法改革基金會,JRF) also cooperated with the lawyers. Over time, the members of our group took on a number of cases, such as wind farms in Yuanli, Miaoli County, and the Huaguang Community in Taipei, which was being forcibly torn down. Additionally, more than 1,000 lawyers signed a petition against abuses of power by the authorities. We cited Japanese writer Haruki Murakami’s famous sentence as our intention: “Between a high, solid wall and an egg that breaks against it, I will always stand on the side of the egg.” Show less

I collaborated with the Campaign for Media Reform to draw up an amendment of the Public Broadcasting Law. We advised the government to integrate the government’s TV and radio channels and give them a bigger budget to achieve economics of scale and create extra channels to provide the equal access to the people, especially for minorities. We almost reached the goal in 2009, but more and more problems surfaced. Now, we still looking for ways to the variety. Yu-Shiou is an attorney with an MA in Law from National Chengchi University. He is the Executive Commissioner of the Judicial Reform Foundation (JRF), which seeks to advance legal reform in Taiwan. In this role he participates in the foundation’s programmatic and litigation efforts.Local governments in Taiwan often used administrative processes to disadvantage individual victims of rights violations. Yu-Shiou’s rule of law project aims to enact reforms to administrative remedies that will limit the government’s ability to prevent victims of rights violations from seeking remedies. One example of such reform would be to enact an ordinance that would ensure affected communities are involved in the decision-making and trial processes before local governments seize their land for urban renewal projects. After I graduated in 2009, I started my compulsory military service. It was a very special experience for me because I was chosen by the Special Service Center of National Security Bureau (hereinafter SSC, NSB). Besides protecting the President, I had to draft and amend Special Service codes and rules. Despite the SSC’s reservations about my involvement in amending the Assembly and Parade Law, they assigned me to amend SSC’s rules in order to protect the President.
