David is an excellent strategist, collaborator and manager and any project or program will benefit from his leadership and engagement. He has the rare combination of both a strong technical background (with the ability to dig into details if needed) and high level strategy development and decision making. I have observed David transition onto problem projects and quickly assess and address multiple complex technical, logistical and community considerations for a quick and successful project turn around. David is an excellent listener and communicator and treats everyone with respect. He also has a great sense of humor, which is always and a plus, and is a pleasure to work with.
