DOD LOGISTICS SUPPORT: Provides special knowledge of DOD supply chain and logistics processes, missions and interrelationships. Providing subject matter expertise to DLA Business Case Analysis (BCA) Instructions and the template; reviews DLA BCAs for completeness and adherence to OSD acquisition policy; rewriting DLA Product Support Instruction and template. Coordinates and provides J3 input to the DLA Annual Financial Report to OSD and Congress. NATIONAL DEFENSE AUTHORIZATION ACT: Develops DLA-originated legislation, regulation, directives, and guidance in coordination with DLA executives, functional managers, and staff as well as OSD officials, and works with them during the process of approval and implementation. Reviews legislation, regulation, directives, and guidance originating outside the Agency. Reviews and interprets the intent and impact of new or changing policies and procedures on existing/envisioned functions. Develops and/or challenges concepts, and provides recommendations and related analysis when dealing with precedent setting or problem situations. HUMAN CAPITAL MANAGEMENT: Performs as DLA J3 Life Cycle Logistics Functional Community Manager and Human Capital Manager to forward Acquisition Workforce Certification processes. Coordinates training certification requirements to over 2500 DLA logistics employees. Coordinates competency development for the DLA logistics community and forecasts personnel needs using automated tools. PRODUCT SUPPORT ASSESSMENT TEAM (PSAT): Provides input to USD (AT/L)on maximizing product support strategies that enable effective and efficient use of resources, develops continual educational modules and promulgating acquisition strategies.
