Establish policies for the effective and efficient delivery of municipal services to the City. Establish goals, objectives and performance measures for the City Government and the City Manager. Create departments, divisions, bureaus, offices and citizen advisory committees necessary for the efficient and effective operation of the City. Exercise legislative oversight over the City Manager, professional staff, consultants, citizen advisory committees and all other employees, volunteers and officers appointed or retained by the City. Work with citizen advisory committees established by the City Council to formulate recommendations to the Council on policies, projects and spending allocations. Adopt master plans for water, wastewater, drainage, parks, and municipal facilities to guide the City’s future development of critical infrastructure. Lastly, adopt the annual City budget. My responsibilities are the following. Participate in community strategic and long-range planning. Approve the municipal boundaries, sphere of influence and all annexations of land into the City. Approve all zoning changes, subdivisions and commercial and industrial site plans. Approve all development agreements with residential, commercial and industrial developers. Approve expenditures of City funds. My accomplishments with the widest impact are establishing a commercial kitchen program for aspiring food entrepreneurs. The initial pilot phase was funded by a city grant I proposed and received funding for. The second accomplishment, was working with a local non-profit housing developer and Community Medical Centers (a Federally Qualified Health Clinic) in acquiring a city-owned lot to build much needed affordable housing and a medical clinic. Develop and maintain a positive and helpful relationship with city and county governmental agencies; neighboring chambers and the state chamber. Under the direction of the Board my job was to promote economic development, monitor public policy, and to grow the organization's programs. As the CEO, I was very active in high profile conversations focused on business retention/expansion, infrastructure, workforce/education, and civic innovation with city and county governmental agencies and other economic development organizations. Under public policy, I represented the Chamber on a variety of public policy issues at the local and state levels which require that I develop platforms, messaging, advocacy channels and strategic relationships. This lead to creating an advocacy campaign comprised of business and civic leaders to advocate for the passage of AB 13, in 2019. This bill would have created the necessary funding mechanism to establish a CSU campus in Stockton. Lastly, I was tasked with overseeing and assessing the schedule, design, budget, implementation, evaluation, and carrying out appropriate adjustments for the chamber’s programs and events. After being rewarded a Bill and Melinda Gates Foundation grant, my job was to establish a new organization through the TIDES Foundation that with a mission to positively impact K-12 education policies at the local level within the City of Stockton. I accomplished this within the first 6 months, and we… Show more After being rewarded a Bill and Melinda Gates Foundation grant, my job was to establish a new organization through the TIDES Foundation that with a mission to positively impact K-12 education policies at the local level within the City of Stockton. My tasks were to first hire staff, develop a scope of work timeline, establish the organization’s programmatic goals, and recruit/train Stockton families to join the organization as members. I accomplished this within the first 6 months, and we ultimately reached our first year policy goal of affecting key policy change at the district level. The Stockton Unified School District, through the efforts of our advocacy efforts, approved a 2-year goal of increasing the number of high school students that graduate meeting all the requirements necessary to be eligible to apply for a CSU/UC right out of high school. This was significant given the fact that only 33% of SUSD seniors graduated ready to enter a 4-year institution in 2013-2014. We also developed a 6-month leadership curriculum that we used to train our parents and students. We worked with SUSD leadership in their recruitment efforts for a new Superintendent, and our organization trained and helped candidates get elected for school board elections. My first task was to work closely with the non-profit affordable housing developer - Stocktonians Taking Action to Neutralize Drugs (STAND) on obtaining specific socioeconomic data from residents. My scope of work on this effort included developing and executing a “consumer expenditure survey,” based on ABCD Community Organizing principles to gather economic data and businesses data from residents and employees working in South Stockton. The goal of the survey was to create a supplemental and community-driven market analysis that would seek data on whether residents were willing to open and operate businesses, and whether they had the skills and background necessary to operate successfully. Other measures were captured in the survey were based on workforce readiness, retail sustainability, household wealth, and needed services (i.e. medical, athletic facilities, affordable housing, etc.). I also developed a concept paper that lead to STAND securing an opportunity to negotiate the purchase of an old redevelopment site, and I helped identify potential co-developer partners, finance partners, and business/program partners for their project.
