Additionally, a fellow Rule 10 intern, Jerry Fowler, and I successfully litigated an elaborate "modeling services" fraud scheme that had defrauded thousands of dollars from citizens of the Kanawha Valley.   Researched and developed the agency's policy concerning the disenfranchisement of those with disabilities which would warrant a judicial proceeding regarding legal guardianship. This included proposed improvements to the WV state code which would reconcile antiquated constitutional authority with modern revisions to the guardianship/receivership proceedings and create a requirement for specific adjudication on the matter of disenfranchisement.
