Serve as Chief Fiscal Officer and Chief Procurement Officer. • Successfully navigated a $640,000 (6.5%) deficit in FY16, $400,000 (4.5%) in FY 17, and presented the Town’s first balanced budget with no use of reserves in over a decade in FY18. • Negotiated and secured governance agreement with the Berkshire County Sheriff’s Office to regionalize 911 dispatch services; net savings to the taxpayers exceeds $1.5 million over 10 years and securing a $400,000 grant from the Commonwealth for upgrades and enhancements to radio communication equipment for public safety agencies in Adams. • Collective bargaining agent/appointing authority; negotiated union contracts and handled all personnel matters including hiring, terminations, grievances, mediation, internal investigations, etc. • Worked with stakeholders to complete Adams receipt of the coveted MA “Green Communities” designation, earning the Town $160,000 in grant funds for energy efficiency measures and the ability to access up to $1 million in energy conservation funds over the next 5 years.. • Secured $70,000 in community compact signing grants, $200,000 in regionalization grant for a shared animal shelter with North Adams and Williamstown, and participated in securing a $150,000 community compact regionalization grant for developing a shared special education collaborative among 5 school districts in northern Berkshire County.
