The Office of Military Cooperation - Kuwait (OMC-K) exists to advise Kuwait's military and enhance Kuwait' ability to defend itself. The United States has provided military and defense technical assistance to Kuwait from both foreign military sales (FMS) and commercial sources. The U.S. Office of Military Cooperation in Kuwait is attached to the American Embassy and manages the FMS program. Actively managed the Kuwait-United States Defense Cooperation Agreement, ensuring the accomplishment of the U.S. Central Command’s theater security objectives to include unprecedented levels of access, basing and overflight. Authored standard operating procedures designed to guide all United States military tenant and transit units’ interactions with the Kuwait Ministry of Defense to include air requests, exercises, engagements, and senior leader visits. Chaired and led the Camp Buehring Working Group; a combined body charged with planning and executing the relocation of United States Army personnel from a contingency to an enduring location, an effort designed to improve the living conditions of deployed military personnel. Led the concept and development of a solution to provide the Army Special Operations Forces and General Purpose Forces a solution for the Army’s Engagement and War-Fighting Function. Led the team to develop and submit a Concept Plan to create the new AOC 38G, Military Governance Specialist and the Institute for Military Support to Governance, a new entity under the U.S. Army Special Operations Command. The Institute for Military Support to Governance (IMSG) is an initiative to help address the underlying causes of conflicts that threaten our nation’s interests before they lead to military intervention. A significant component of the U.S. Government’s capability to achieve enduring pre- or post-conflict political outcomes is the U.S. Army’s statutory responsibility to transitionally administer occupied or failing states as part of a broader interorganizational and multinational effort. This same military capability can be used proactively, under the authority of the Department of State Chief of Mission, to provide advice and assistance to the civil administration of foreign governments. The initiative answers a number of gaps identified by the interagency, the Department of Defense and the Army. It also helps to address the February 2015 National Security Strategy under "Build Capacity to Prevent Conflict" where it directs partnership with fragile states to advise and assist their "political commitment to establishing legitimate governance and providing for their people."
