Identification of regulatory proposals of international organizations recognized as global standard setters for the securities sector to anticipate the orientation of future regulatory changes in the local industry of mutual funds and trust businesses. Analysis of impacts, with the support of technical committees, of regulatory modifications proposed by the National Government in several aspects related to local trust companies and their different lines of business: trust businesses, mutual funds, administration of private equity funds, voluntary pension funds, and securities custody. Presentation of trust sector’s opinions before authorities and other stakeholders. Support in the design of the mutual funds annual Congress academic agenda. Design of monitoring mechanisms for the compliance of Association’s strategic plan defined by the Board of Directors.• Preparation of comparative analyzes of different countries regulatory frameworks on issues such as: securities custody, fees for mutual funds distribution, requirements for pension fund managers to be able to acquire shares in foreign investment funds, management risk coverage, among others.• Preparation of technical documents for the Ministry of Finance and the Tax and Customs Authority in order to preserve the fiscal transparency mechanism of mutual funds and trust businesses discussed during the tax reform of 2016.• Analysis of impacts and aspects to be improved in regulation proposals issued by the supervisory authority to modify the accounting framework of a group of approximately 22 thousand trust businesses.• Proposal of amendments to the local regulatory framework of private equity funds presented to the Financial Regulatory Unit of the Ministry of Finance. Coordination of the System for the Facilitation of Foreign Investment (SIFAI). This committee was in charge of identifying and solving obstacles to the ingress of foreign investment to the country. Some of the actions promoted in this committee were: • Modification of Colombia’s visa regime to facilitate hiring foreign personnel. • Exemption from VAT on export of services. • Actualization of the regulation regarding the technical characteristics necessary to commercialize medicines in the country in order to allow the entry of new medicines to the country and mitigate risks of commercialization suspension of those medicines already present in the market. Coordination of the public and private formalization committee in charge of the design and implementation of strategies aimed to formalize the country’s economy. Some of the actions promoted in this committee were: • Law 1429 of 2010 for formalization and employment. • Gradual payment of para-fiscal contributions for firms with less than three years of creation. • Online affiliation to the social security system. • Payment of social security proportionally to the time labored for those employees that work less than 30 days in the month. Coordinate the different state entities and private actors that constitute the National Competitiveness and Innovation System in order to carry out the actions that make part of the National Competitiveness Policy (Conpes Documents 3527 of 2008 and 3668 of 2010). • Member of the Government team in charge of selecting 4 agricultural sectors to be included in the Productive Transformation Program. This program was created in 2009 as a component of the National Government’s policy for business development. Contribution to the formulation of the regional institutional framework of the new General System of Royalties so it could be compatible with the regional institutional framework of the National Competitiveness System. These evaluations were an important input to identify the adjustments needed to expand the program to all the national territory. They were also a necessary requirement to request future funds to the Ministry of Finance to continue financing the operation of this program. • Designed the evaluation of the expansion phase of the program to all country’s municipalities.
