I provide contract and project administration support to one of only two Public Private Partnerships (PPP) in schools in Victoria. The Public Private Partnership in schools is a 25-year contract between private equity partners and the State. The contract involves providing oversight of facility operations of twelve schools including primary and secondary schools across the North, West, and East of the Melbourne metropolitan region. In 2021 this was a $255 million dollar investment by the State. As Contract Officer I provide expertise in governance and delivering contractual obligations. This involves stakeholder management, including liaison with School Principals, YMCA staff, State and Division colleagues, and other Governmental agencies for matters relating to the contract. Performance tasks include:• Assist in overseeing the Consortium's compliance with service specifications to ensure the provision of high-quality services to the Schools and associated maintenance.• Assisting in the reporting and preparing draft briefing material on the Consortium's compliance within the contract, including measuring performance targets against KPIs, risk management activities, resolving day-to-day issues, and governmental reporting and briefing requirements. This Includes on site audits and assessments. • Preparation of Ministerial briefs.• Preparing contractual documentation for approval.• Assisting and providing information on contractual matters to Management and Leadership groups to assist long term decision making. • Support and assist the Contract Manager in providing advice to schools and other stakeholders on Project Variations (change to a facility or services specifications) including reviews via the Modifications and School Initiated Works regime.• Assess and review on Extensions of Time submitted by the Facilities Services Management provider.• Facilitation of financial payments under the contractual obligations of the contract.

I previously applied my Project Management skills in the delivery of three new Victorian Government Schools for completion in 2019/20. There are two Primary Schools and one Senior Secondary Vertical School. These schools represent approx. $100M circa. My role is to deliver these very important projects on time and within budget. Tasks include:- applying project management principles and methodology- managing financial information assessment and processing of claims including variations. - managing client expectations such as Principals and teaching staff - preparing clear and concise communications such as Ministerial briefs- project and financial reporting and managing contract- preparing recommendations to management, investigating innovative and creative solutions to project issues - managing external consultants such as external project managers, architects and building contractors See acknowledgement of my contribution from the Victorian Schools Building Authority on the Growth Area Schools Package (GASP) whereby we have and are in the process of delivering ten schools within three years from 2019 to 2021.
