  Deduced from the National Water Strategy objectives (the “NWS2030”), and in MEWA’s capacity as the 'Policy Maker' and its role to reform the institutional configuration and establish the market. The main objective is to increase the private sector participation (the “PSP”) by reducing all uncertainties (as much as possible) and enable the rise of more bankable projects through careful allocation of risk sharing between the public and private sectors. In a nutshell, part of the privatization team in MEWA, following are some of the responsibilities: Lead the development of high-level strategy to increase the private sector participation in Treated Sewage Effluent (the “T Strategy”) by assessing the current state and define the strategy with the proposed implementation plan. The Strategy addresses, among other things, the universe of stakeholders and the roles and responsibilities of each and if further reforms and/or improvement are required. Also, aim to establish the market by introducing regulation to the use of potable water versus TSE. Lead the development of high-level strategy to increase the private sector participation in Strategic Water Reserve (the “S Strategy”) which resembles the activities conducted in developing the T Strategy given the similarities and overlapping roles and responsibilities. Assess, draft and coordinate all required approvals for projects to-be-procured via PPP from the higher regimes and/or authorities (i.e. Privatization Supervisory Committee and/or CEDA) with the proper justification in alignment of council of ministers approved resolutions. Above justification shall include building a business case for targeted projects by employing value-for-money analysis (the "VfM”) between public sector comparator (the “PSC”) versus procurement via PPP benched with regional and global reference.
