From 2012 to 2014, Mike served as the Senior Executive Officer for the Headquarters and Service Battalion at Marine Corps Base Quantico in Virginia. In this role, he oversaw six Companies, seven General Officer Commands, and directly managed a team of 80 Marine Corps Officers—all responsible for providing senior-level administrative support and indirect command to over 3,400+ military and civilian personnel members employed on base. Mike additionally directed the coordination of several high-profile public relations and community outreach events that attracted over 26,000+ participants and spectators on an annual basis, and furthermore, reformed a 5-Star Force Preservation Council that was tasked in securing community partner-based emotional support services for at-risk personnel members suffering from addiction, PTSD, domestic violence, and other personal or financial setbacks in an effort to create an environment conducive to overall mental health and wellness. Aviation Supply Officer: Marine Aviation Logistics Squadron 36

In 2009, Mike was hand-selected to oversee a transformational turnaround for a struggling $120M military aviation supply organization based in Okinawa, Japan. He designed a comprehensive way forward, that within months, was successfully supporting humanitarian relief efforts after a devastating tsunami in the region. Immediately after arrival, Mike incorporated Lean methodologies that significantly reduced distribution delivery times and increased operational agility that culminated in the 120-person department receiving a 94% Mission Capable rating during their 1st Aviation Supply Inspection-- just one of many accomplishments that ultimately led to the team earning recognition as the “best in the Marine Corps” at the 2012 Marine Corps Aviation Association Awards. Over this 3-year period, Mike substantially increased measured supply effectiveness from 74% to 94% based on both net, gross, and FPY metrics. He additionally restructured the consumable materials restocking process; gained approval for an additional $2.6M in funds to increase consumable stock items; and increased material availability and maintenance (production) times by upwards of 35%. He, most notably, captured over $30M in shortfalls within a strategic USMC aviation program; effectively obtaining mission-critical funding from the U.S. Congress that dramatically reduced pilot wait-times across the supported spectrum. Aviation Supply Officer/COR: Commander Naval Surface Forces/3rd Marine Aircraft Wing

Mike deployed to Iraq in 2006 in support of Operation Iraqi Freedom. Over the course of this assignment, he oversaw the maintenance and upkeep of over $379M in aviation assets and directed a team of 140 Supply and Logistics military personnel. He quickly earned recognition for overseeing one of “the most successful and largest-ever” operational turnovers for the Aviation Supply Department during that time period. After returning from deployment, Mike oversaw a $65M contracting budget allocated to the Commander Naval Surface Forces with the 3rd Marine Aircraft Wing based in Miramar, California. As the division’s Aviation Supply Officer and official COR of record, he was able to save $7.5M by justifying and acquiring funding to maintain a 3D MAW (aircraft) canopy polishing and restoration contract. He additionally co-developed and awarded a $40M “Preset/Reset” aviation contract that allowed for the hiring of contracted civilian personnel to perform maintenance on aircraft before and after official deployments; saving an additional $1.5M in man-hours per year. From 2014 to 2018, Mike served as the Chief of Staff Operations Officer and as the Lessons Learned Branch Chief for both NORAD and the United States Northern Command (USNORTHCOM). As an operational strategist, Mike partnered with senior-level leadership teams across each enterprise to facilitate strategic collaboration, while providing executive-level administrative oversight related to communications, operational process workflows, and adaptive learning programs. Over the past four years, he concurrently managed two teams comprised of 26 personnel members total with additional oversight for 70+ senior Command leaders and multi-disciplinary professionals across both spectrums. He successfully bridged operational gaps by implementing a diverse range of enterprise-level initiatives comprised of command logistics, long-range planning and scheduling, personnel training, human resources, communications, contract awards, and budgetary management. In the role of Operations Officer for the Chief of Staff, Mike was able to devise and lead a massive workflow optimization project that effectively reduced administrative wait times from five days to < 24 hours. He additionally created innovative communication platforms that reduced unnecessary or time-consuming briefings. As the Lessons Learned Branch Chief, he was able to reduce recurring Lessons Learned by 70% by proposing and initiating the development of a “Before-Action” Review process that allowed the team to employ root cause analysis while proactively mitigating potential issues prior to major training exercises and/or real-world national security events.
