Project highlights include building a 12 unit low income housing project for Catholic Community Services in Keizer OR. As the Chief Executive of M. W. Moyer Construction, I have had the pleasure of choosing to work with other WMOB and focusing my hiring on providing opportunities to women and minorities. In 2016 I started M. W. Developed political and policy strategies to advance the interests of SEIU’s 23,000 care provider members. Led lobbying efforts on behalf of care provider members and new organizing efforts.Selected Contributions:● Designed and negotiated the structure for a State/SEIU health care trust. This expanded access to health insurance to 18,000 SEIU represented homecare workers, utilizing the Affordable Care Act. This plan saved the state $55 million which resulted in workers getting a 27% raise.● Drafted and passed a HB 3618 - the third largest organizing campaign in Oregon history - which expanded collective bargaining rights, training and workers compensation coverage 7,500 in-home care providers serving people with developmental disabilities and mental illness. ● Successfully lobbied for Oregon to be the first state to adopt the K state plan option for Medicaid Long Supports and Services, created by the Affordable Care Act, resulting in savings of more than $100 million and significant reinvestment in services for seniors and people with disabilities.● Passed a package of legislation improving the quality of care for individuals with developmental disabilities including the expansion of The Office of the Long Term Care Ombudsman to cover residential settings serving people with developmental disabilities and mental illness, and guaranteeing consumers have a right to chose their residential provider.
