Developed and executed the legislative and political strategy for Oregon's largest higher education institution. Managed legislative and communication staff. Secured $7.5 million for PCC during the 2016 short session to build an advanced manufacturing training center in Columbia County, as well as $3 million to community colleges to provide support services for first generation and low income college students. Led political and policy strategy and proposal development related to care provider membership and new organizing. Directed major cross-departmental strategic campaigns combining politics, member engagement and new organizing. Supervised project staff and coordinated cross departmental work.Selected Contribution:● Drafted and passed SB 1452 which allows non-Medicaid seniors and people with disabilities to purchase home care services through the Oregon Home Care Commission. Oregon is now the first state in the Nation to allow consumers to buy into it’s Medicaid client-employer homecare program.

Developed political and policy strategies to advance the interests of SEIU’s 23,000 care provider members. Led lobbying efforts on behalf of care provider members and new organizing efforts.Selected Contributions:● Designed and negotiated the structure for a State/SEIU health care trust. This expanded access to health insurance to 18,000 SEIU represented homecare workers, utilizing the Affordable Care Act. This plan saved the state $55 million which resulted in workers getting a 27% raise.● Drafted and passed a HB 3618 - the third largest organizing campaign in Oregon history - which expanded collective bargaining rights, training and workers compensation coverage 7,500 in-home care providers serving people with developmental disabilities and mental illness. ● Successfully lobbied for Oregon to be the first state to adopt the K state plan option for Medicaid Long Supports and Services, created by the Affordable Care Act, resulting in savings of more than $100 million and significant reinvestment in services for seniors and people with disabilities.● Passed a package of legislation improving the quality of care for individuals with developmental disabilities including the expansion of The Office of the Long Term Care Ombudsman to cover residential settings serving people with developmental disabilities and mental illness, and guaranteeing consumers have a right to chose their residential provider.

Represented SEIU members in the Department of Human Services (DHS), home care, child care, nursing homes, adult foster homes, support service workers for adults with developmental disabilities, mental health and addictions workers and private nonprofits. Shaped and lead SEIU’s electoral program. Increased member leadership and involvement in SEIU’s political program.Selected Contributions:● Vetted, hired and supervised phone bank coordinators for four SEIU offices across Oregon during the 2008, 2010 and Measure 66 & 67 campaigns.● Ran a team of 6 members who came off the job to increase member participation in our political PAC. ● Oversaw elements of the legislative electoral program, including targeting and development of internal and external campaign plans.

Lobbied on multiple issues including TANF, childcare, child abuse, foster care, juvenile justice, social services, afterschool and many other issues on behalf of PTA’s 5.5 million members. Analyzed policy and prepared political communications on related policy matters for PTA publications. Represented PTA on national coalitions, including the National Child Abuse Coalition, National Juvenile Justice Delinquency Prevention Coalition, National Coalition for After School Programs and National Child Care Coalition. Advised and trained PTA membership on issues around state and local advocacy.Selected Contributions:● Created all content for PTA’s grassroots advocacy website and tool kits.● Presented at national and state PTA conventions on advocacy techniques and wrote numerous articles for PTA publications around advocacy issues.● Developed and helped implement a grant from the Mott Foundation to engage targeted state PTAs in advocating for greater access and quality in afterschool programming in their communities.

Collaborated with Legislator and caucus to develop member’s policy goals and promote legislation. Tracked legislation and advised the Representative before his committees and on the House floor. Implemented media plan, managed press events and produced monthly newsletter. Served as Liaison between Legislator and constituents, facilitated legislative outreach in the community and assisted constituents in dealing with government agencies. Supervised an Administrative Assistant and coordinated research plans for two interns. Selected Contributions:● Assisted Legislator draft and lobby legislation to increase the penalty for exposing children to the manufacturing of methamphetamines resulting in earned media coverage. The bill was included in a larger package passed and signed by the Governor ● Helped draft and lobby legislation to cap the interest rates on payday lending at 36% APR. The bill did not pass out of committee under Republican leadership but a similar bill was passed in the 2007 session.

Secured major endorsements and PAC contributions and raised an additional $200,000+. Managed canvass that reached over 19,000 doors and collected over 7,000 positive ID’s. Supervised a field organizer and multiple interns. Planned and executed a fundraising plan, field plan and communication strategy.
