      National postdoctoral fellow. After a rigorous process, I was invited to join a select group of national-level, premier scholars. We worked on contemporary social science issues (like race, poverty, immigration) and their impact on public education in the United States. My rich, ethnographic study used participant observation, video and audio “follows”, surveys, document analysis and interviews looked at the impact of localized, race-neutral policy shifts in New York City education on global, mostly racial minority, multilingual immigrant communities. My findings were that in the absence of national, state, and local education policy that was culturally-relevant for their students, “teachers became policy-makers.” This played out in a context were only 39% of young people who were immigrant and racial minorities graduated from high school. I examined 3 social phenomena/patterns in the data: how teachers “resisted,” “subverted,” and “made” policy decisions in their classrooms, particularly around high stakes tests that limited their students’ potential to graduate. I made new contributions to research by engaging youth as co-researchers. Youth created surveys for their fellows students, translated them into 5 languages and analyzed the data with me. I presented results of “Teachers As Policy Makers” (2016) study at the National Academy of Education’s Annual Meeting, and to groups of policymakers, educators and other public groups nationally and internationally.
