@ Local Governments' Financial Management Department Local governments in Estonia have a broad set of responsibilities in nearly all areas of government services, hence I’ve gained insight into a variety of topics. Mostly I worked on local democracy & decentralisation, measuring and benchmarking local services (incl two Open Government Partnership projects), environmental matters, social protection, impact assessment and property taxation. The day-to-day work included: designing local tasks and conditions of grants, drafting and giving feedback to bills, preparing memos etc. Communicated various topics to the public and local governments – over time my role in developing the department’s communication increased. Awards: • Minuomavalitsus.ee project (local government services benchmarking website): best project of MoF 2020, best team of MoF Q3 2020. As a Team Member, I co-created the project strategy and communications plan, assisted the World Bank in designing the project’s impact assessment methodology, plus managed one of the services benchmarked. • Land Assessment Reform project: best team of MoF Q1 2020. I was the co-creator of the bill and Head Analyst, compiling an in-depth analysis of the reform’s impact on Land Tax. Show less

Tasks: • Supervised the compilation of the impact analysis of the project. • Compiled key communication messages, helped the project manager find suitable approaches for communicating with the Board and the public. My interest in Legislative Policy, how policy impact is evaluated and how this assessment affects policymaking led me to undertake an internship at the Legislative Quality Division of the Legislative Policy Department, the division responsible for creating the state's legislative framework. Tasks: • Provided input to the impact evaluation of the Personal Data Protection Act: analysed the results of a survey on companies’ use of personal data and their awareness of data protection reform. • Mapped EU regulatory oversight bodies and their roles. Trainee at the EC's Representation in Estonia (DG COMM) before and during the hectic times of the Estonian Presidency. Intake/applications of the session: 4.9%. My tasks were mainly twofold: compiling media reviews and reports, and organising events and interacting with citizens. In detail: • Compiled media reviews (in English) of Rail Baltic and the Estonian Presidency, reports for the European Semester and briefing documents. • Organised events (e.g. Citizens’ Dialogues) and meetings, gave lectures to students; provided information about the EU at fairs and at the Representation's Information Centre. Owing to my good organisational skills, I was responsible for organising one of the 'Citizens’ Dialogues' and a two-day high-level meeting. -> Learned to prioritise information well in time-critical situations and present it in the needed way. -> Gained experience in official communication. -> Gained valuable knowledge of the functioning and policies of the EU, and the diplomatic protocol. • Analysed Estonian legislation and drafts on social and tax policy issues. • Wrote three articles in collaboration with Senior Analyst based on data analyses (see below): work incentives for old-age and disabled pensioners and the impact of a party's (IRL, now Isamaa) electoral promise on income. The latter article also figured in the national media. -> Gained practical knowledge on policymaking and insight into Estonian social policy.
