Fabio joined my team at UNICEF Mozambique COs in February 2019 and worked with me side by side for full two years. Fabio has a strong self-drive. His professional strengths are self-organization, supportive but also practical approach of working with national partners at different levels, willingness to innovate and experiment to improve the process as well as the quality of the outputs, ability to execute what is planned within tight deadlines and under pressure. Fabio has excellent understanding of technical aspects of the profession including data quality and data collection, evaluation standards and norms including independence and ethics. He has established a great rapport with programme teams and provided technical support to the National Association of the Monitoring and Evaluation. He also navigated the dynamics of multi-stakeholder’s environment with much skill, often taking the lead and developing a good working relationship with UNICEF evaluation counterparts.

I have known, and worked with, Fabio for the past 3 years and two of his manifold abilities that stood out to me at first sight were (i) his drive for results, swimming against the stream as he successful organised and delivered a training course in 2020 on policy analysis, using digital platforms as the world grappled with COVID restrictions. He also devised a remote data collection methodology suitable for emergency contexts which was perfect for Mozambique. Fabio's support to the setting up of Mozambique's Volunteer Organisation of Professonal Evaluators (VOPE) clearly demonstrates his knowledge of the industry well.
