Managed 5-acre production facility and life support area in Kabul, Afghanistan through transition from subcontractor to EODT control. Responsibilities include negotiating labor agreements with in situ Afghan labor subcontractors, hiring TCN supervisory personnel, supervising procurment of all materials including local purchase and stateside shipments, and setting up quality checks and manufacturing processes. Managed labor force of over 140 men of 6 different nationalities with a retention rate of over 90%. In four month period managed production of 180 containerized modules with a single recordable safety incident, oversaw the ordering and storing of tools and materials for three task orders, and prepared the site for hand off to a site manager and continued support from the States. Responsible for drafting RFI's, submittals, substitution requests, shop drawings, project schedules, and cost estimates, for ensuring uninterrupted continuity of communication with Client in absence of Program Manager, and for communicating current conditions with corporate support, Program Manager, and country management.
