I have known Matt for several years now and I am still amazed by the level of his experience across the public safety spectrum - law enforcement, security, fire and emergency medical services. Every cop or firefighter has a colleague that they want nearby when (fill in the blank) happens. When the issue is medical, Matt Millsaps is the guy I want nearby. I know that he has the street smarts, experience and compassion to give the best shot at making a bad situation right and I would recommend his services to anybody. Simple as that.

I met Matt as a student and saw him grow and develop. He served as a subject matter expert on an instructional video program while he was still a student at York College. That is pretty remarkable. For us teacher folks it is very rewarding. Matt developed his investigative skills through a series of professional experiences (security officer, police officer, etc.) training classes and college courses. He became a Criminal Investigator with the York County Detective's office; at an age far below the usual. He may have been the youngest ever. And he continued to write. Matt's knowledge of fire and EMS started at an early age and continued to develop. He is one of the authors in SECURITY SUPERVISION AND MANAGEMENT: Theory and Practice of Asset Protection (4th Edition). For us teacher folks, it doesn't get any better than that.

      I assumed Command of the agency in September of 2016, overseeing it's Police Department & career Fire Department. The police department consists of 15 sworn full time LEO's and is statistically the most culturally diverse LE agency in York County, and the Fire Department has staffing of 4 full time firefighters & 5 part time driver / operators. Conducted an in depth assessment & analysis of the state of the police force & its relationship to the community, identifying our performance & acceptance strengths / weaknesses in this locality (having the highest population density in the county). Based on this assessment, created a new model and vision focusing on a "bottoms up" approach loosely based on the Village Stability Operations (VSO) platform utilized by the US Army Special Forces to work by, with, and through the community to effectuate internal defense and counter the insurgency of criminal activity within the Borough. Put bluntly, we hope to close with & eliminate the trust gap that exists between our neighborhood residents and our department, eradicating crime by surgically removing the bad elements with the assistance of our populous. This will instill security & safety by preserving the public peace, eliminating crime, and empowering the community through proactive patrol, criminal investigation, and promoting crime prevention while fostering neighborhood well-being. In this first year, I have increased the departments staffing by four officers, re-branded the agency with a new logo, new uniforms, patches, and replaced our fleet of cruisers (5 vehicles) with a new graphics scheme. I've created a two (2) man criminal investigative division, a K-9 Unit, re-instituted the agencies Bicycle Patrol, and a Computer Voice Stress Analysis Unit. We also created a mobile child ID fingerprinting program, officer trading cards, a "free library" to promote child reading, a winter hat for homeless initiative, and an embedded officer program for high risk neighborhoods. Ensure continuing education standards are satisfied to meet & maintain annual Commonwealth certification requirements. From 2008-2010, I served as the Accreditation Manager for the initial self assessment, strategic planning, and defining of standards of response coverage for the Agency, and its initial CPSE site visit & successful accreditation. In addition, I routinely provide multi-media presentations, photography support, and graphic arts services to the Agency, creating illustrated field guides, technical instruction manuals, public relations materials and historical departmental images through various media formats including Adobe Photoshop Lightroom 5®, Microsoft Publisher, PowerPoint & MAC Keynote, as well as through traditional sketch and ink drawings.       Conducted plain- clothes & undercover criminal investigations throughout York City (honored with the title of "18th most dangerous city in the U.S."- Yes, it is) and York County. Assisted local, state, and federal agencies on major crimes and felony level cases. Investigated high profile cases, cases involving political officials, complex case investigation, as well as police internal investigations when requested. Also assisted in the investigation of other major crimes, including homicides. Directly acted as the County's Domestic Violence Detective under a STOP grant (02-03), as well as program manager of the County's Auto Theft Unit (03-06). Responsible for reviewing and investigating cases of vehicle related theft throughout York County. Specifically target organized vehicle theft rings (chop shops) and Commercial Auto Crime. Conduct sting investigations and surveillance details relating to vehicle theft, and perform forensic evidence recovery and processing of recovered stolen vehicles/ vehicle parts. Currently certified by the International Association of Auto Theft Investigators nationally as an auto theft investigator, and trained as an advanced vehicle identifier. Also assigned to the York County Drug Task Force, assisted vice narcotics officers with various aspects of felony drug trafficking investigations, including surveillance operations and photography, raid planning and execution, high risk entry and take downs, informant and suspect debriefing, undercover drug purchases, and asset forfeiture. Provided medical support to law enforcement operations within my role as a warrant entry team operator.
