▪ Directly engineered over $8 million in savings for the taxpayers of Union County (over 1.5x the annual General Fund budget), including: ▪ Exposing the inefficiency of an existing liability insurance program, which prevented the issuance of $3.8 million in new bonds, led directly to a reduction in tax rates, and established the path for the county to be operationally debt-free by 2026 ▪ Architecting and implementing a fund accounting system which eliminated the County’s cash flow concerns for the foreseeable future, including updating the chart of accounts and installing a cloud-based accounting software system, replacing the inherited paper ledger system ▪ Helping lead the search for a new liability insurance plan which continues to save more than $500,000 annually▪ Composed a three-year plan to eliminate an inherited $515,000 inter-fund loan obligation, then outperformed that plan by retiring the debt in under two years▪ Developed a reserve fund balance strategy, the first known in County history, which amassed nearly $1.5 million in its first two years of existence▪ Saved approximately $700,000 over eight years in wages and benefits in the Treasurer’s Office while simultaneously raising staff qualifications, performance, and professionalism, including reducing operating expenses by nearly 50% in the first year alone, and operating within a FY 2018 budget which was lower than that of FY 2010
