Led 1600-acre Navy installation with 20,000 people, 50 tenant organizations, $140M operating budget, and $4.5B plant replacement value. Led 1500-person team of military, civilian, bargaining unit, and contract personnel to provide law enforcement, fire and rescue, emergency management, public works, housing, food services, childcare, family counseling, parks and recreation, public affairs, and community outreach.- LEADERSHIP: Optimized structure, performance of 21 direct-report managers resulting in rapid introduction of new concepts and programs as well as a responsive planning-decision-execution process. Led team that developed installation’s 25-year development plan. - BUDGET & CONTRACT: Managed execution of $140M operating budget. Oversaw Navy’s largest cafeteria contract that provided 8.8M meals for over 35,000 Navy Recruits and 13,000 Sailors in training. Contractor executed annual $30M food budget and distribution of 2.7M clothing items and 2.4M parcels of mail.
