Established and directed a dynamic MV and LV fail-over testing and system-proving process of all legacy electrical infrastructure within purpose-built Olympic complex as part of handover process from delivery partner constructor to client. Conducted electrical gap analysis of departmental and key stakeholder requirements against existing infrastructure of eleven competition and 10 non-competition venues. Developed results of gap analysis into an electrical scope of works for delivery partner contractor, planned works into overall venue build schedules, monitored and reported delivery milestones to client as per contract management obligations to ensure all venues were electrically suitable for Games operational needs. Full life-cycle project management responsibilities including detailed project planning, risk management and tracking, and high-level reporting in line with overall organisation Games delivery timeline. Achievements: Successfully directed client acceptance testing of all legacy electrical infrastructure at newly constructed Olympic Park, including 23 substations providing over 400MVA of power via 202 fully redundant MV/LV transformers with Park-wide back-up provided by 98 generators offering over 200MVA stand-by power plus 75MVA of central and local UPS units. Full project management responsibility for the installation, operation and decommissioning of five concurrent large scale temporary power networks across Maracanã cluster. Planned and executed the installation of a cumulative total of 17MW of venue utility power distributed from legacy MV substations down to final user circuits, with automatic mains failure transfer to 13.5MW of back-up power using 21 stand-by generators. Successfully managed the installation and 3-month continuous operation of 23 prime running generators providing 16MW of construction power and show power to the Opening and Closing Ceremonies for Olympic and Paralympic Games. Directed a team of over 120 members including electrical designers, generator technicians and operators, electrical supervisors, electricians, labourers, schedulers and contract managers whilst coordinating the logistical delivery and installation of over 70 pieces of heavy plant infrastructure, 600+ distribution boards and 360km of cables. Developed and implemented a rigorous load and fall-over testing strategy to prove all individual and collective systems were capable of handling demand for electrical consumption whilst simultaneously providing required resiliency levels to key stakeholders such as Ceremonies, Broadcast and Technology. Achievements: Despite exceptional circumstances of TPP contract awarded only six months before Opening Ceremony, managed to effectively schedule and execute all elements of installation to meet each of the required early, temporary and final ‘power-on’ milestones within the overall venue build schedules. Established robust operational plans to meet all contractual Service Level Agreements (e.g. in event of power outage during Games time: 10-minute response and 4-hour repair or replacement); no fines accrued across all 5 projects. Overall responsibility for the design and implementation of all temporary engineering aspects at twelve venues in the North and East zone, including the Athletics Stadium and Aquatics Centre. Managed and guided a team of six Energy Coordinators with no previous Games experience through the design, scheduling, installation and operational phases of temporary power networks, HVAC, UPS and water and waste systems, and cable management and containment systems at each venue. Principal lead on the design and review of 13.5MW of generated power systems as required across twelve venues with a contract value of CAN$4.5m as well as the scheduling of all associated works into the integrated venue schedules between key functional areas. Member of liaison team between TO2015 temporary power contractor and the Ontario regulatory agencies ESA (Electrical Safety Authority) and TSSA (Technical Standards and Safety Authority); TO2015 subsequently received a Special Recognition Award from the ESA Chief Public Safety Officer. Achievements: Limited CCN growth of temporary power contract to less than 4% by utilising vast experience of working with temporary power networks alongside comprehensive knowledge of departmental Games Time requirements to create robust designs with sufficient headroom to accommodate additional needs or late requests from load-heavy functional areas. Implemented late deployment of an additional 3.5MW of generated power to provide complete back-up to Aquatics Centre after reporting anticipated local grid failures based on historical data and consultation with Toronto Hydro and venue owner. Subsequently influenced TO2015 board to approve the switching of venue supply to prime generator power after suffering several grid brown outs during installation phase to avoid competition delays and mitigate reputational risk. Lead point of contact in all engineering matters at the Scottish Exhibition & Conference Centre precinct incorporating six competition venues, the International Broadcast Centre and Main Press Centre. Successfully planned, scheduled and managed eleven separate contractors for the installation of temporary power networks, containment systems and associated builders works, temporary water, HVAC, UPS and fire alarm systems in a tight 5-week installation window in coordination with the works and dependencies of other key functional areas. Led the survey, scope, design, review and publication of cable pathways and containment drawings for all cabled services across 15 venues through to penultimate technical design review stage. Overall responsibility for delivering Electrical Special Projects contract (electrical and mechanical fit-out of TERs and OVRs across all venues – value £700,000) from conceptual design and writing scope of works to assessing tenders and ultimately managing the site survey and equipment installation at each venue. Managed the Temporary Fire Alarm Systems contract from concept to installation across all venues as specified by collaboration with Fire Risk Assessment consultants with contract value of £200,000. Achievements: On day prior to Opening Ceremony, successfully accommodated request from BBC for feature lighting of Finneston Crane as backdrop to main broadcast studio. This scope of requirements necessitated the rapid design, delivery and installation of an additional generator, distribution equipment and cabling which was completed from concept to ‘power on’ in six hours at a cost of less than £4,000. Lead point of contact for all energy and engineering matters at Eton Manor (Paralympic Wheelchair Tennis venue), whilst providing supporting role at three further venues (Velodrome, BMX Track and Basketball Arena). Liaised with key stakeholders/functional areas to assess their power requirements and present findings to contractor to ensure energy scope is clearly defined for contractor design, installation and operation during the Games. Responsible for planning and monitoring the contractor design, installation and integration programme and providing regular reports to Energy Director of progress, issues and risks on site. Identified and captured changes to venue design/requirements that impact on either programme or budget. Developed and executed a successful venue testing plan for technical rehearsals and system proving for all energy systems once install completed. Achievements: With just three weeks’ notice was able to successfully assess, design and coordinate a temporary power installation for staging and dressing areas for 6,000 cast members of the Opening Ceremony across four temporary structures and two existing venue spaces. Saved £40,000 (25 per cent) from contractor quote for powering Opening Ceremony staging areas by repositioning and repurposing a Games competition generator rather than an additional hire and by sourcing additional equipment from contingency kit of other venues.
