Legislative & Government Relations Practice Group: The Rifkin Weiner Livingston, LLC (RWL) Legislative and Government Relations Practice Group was established in 1988. With a combined 100 years of experience working in government relations, our team includes a former Chairman of the State’s Senate Budget and Taxation Committee, a former Senate President, former Counsel to the Maryland Senate and Chief Legislative Officer to a Governor, two former Assistant Attorney Generals, a former Counsel to a County, a former States Attorney, and an influx of promising young associates. The RWL Legislative and Government Relations Practice Group integrates substantive legal analysis with a sophisticated understanding of the legislative process to provide leadership in cultivating our clients’ State and Local initiatives. Recognized for our “team approach” and creative solutions – and benefitting from the wealth of experience at all levels of state and local government – RWL is well known for its government relations capabilities in Annapolis and throughout the state. During the past five years, RWL has been the number one firm in terms of reportable income as detailed by the Maryland Ethics Commission. This reflects the consistent involvement our firm has in the policy formation of major issues in Maryland for our clients. For example, in the last few years RWL has been retained to engage in the discussions surrounding various “green energy” policies, including our part in the successful efforts to develop off-shore wind. We have played a significant role in the expansion of casino gaming, assisted with health reform efforts and Medicaid expansion, helped with the initiative to provide solutions to the heroin epidemic, avoided unnecessary state regulation of national energy companies, and worked to create a statutory framework for the evolving industry of transportation network companies.
