Timothy Scarborough

Travis was an excellent System Engineer Supporting the fleet in the area GCCS-M and IT21 Systems. A hard worker, he was customer focused ensuring the warfighter was able to complete their mission.

Jeff Sanders

Travis managed a cross functional team from multiple organizations to ensure seamless installations of networks and applications aboard Navy ships. Like the general contractor on a construction site bringing all subcontractors together for an integrated final product, Travis finds and corrects problems, while leaving the standard management of recurring tasks to the individual managers.

    • Data Center Application Optimization Enterprise Lead for Transitions
      • Mar 2012 - May 2018

In my current role as DCAO Transition Lead I am responsible for development and management of the DCAO Enterprise Transition Plan, directing ten DCAO transition teams of government and contractor personnel across SPAWAR in the consolidation of 300+ challenging systems and closure of 120+ legacy data centers in accordance with established cost, schedule, and performance objectives. In the event that transitions could not be completed in accordance with schedule timelines, I led the capture of deviation documentation and am implementing detailed schedule metrics and cost analysis to support DCAO and Transition process improvement. I also assisted the DCAO cost team in refining the DOD cost model to more accurately account for the cost of each of the five stages of transition activities, supporting the identification and management of cost-related risks for the overall DCAO program. My experience at DCAO directly builds upon the expertise I gained as FIT manager, leading the FIT IPT to ensure implementations occurred in accordance with project requirements and cost, schedule, and performance objectives, including collaboration across ECH II and III stakeholders to evaluate and manage FIT Integrated Master Schedule (IMS), conducting review of product and service performance issues and recommended improvements to enhance fielded capability introduction and performance, and communicating findings into revised acquisition standards for new systems. My leadership in the areas of program, project, and portfolio management has recently been recognized by being requested to serve as Acting DCAO Deputy Director, responsible for ensuring day-to-day program execution in accordance with DCAO strategy and OPNAV-established requirements.
