I had the pleasure of working for Klaus in Chad as his Operations Officer. He encouraged staff members to develop and implement realistic and economical solutions for the movement of personnel and material providing guidance as necessary, to achieve the required outcomes. Klaus demanded high standards, led by example and was highly respected by both his staff and all members of the Mission.

I would highly recommend Mr Zillner for any senior position as a Movements Specialist within the United Nations (UN) or any senior logistics position anywhere inside our outside of the UN. Mr Ziller consistently provides sound analyses in his transportation planning and executes transportation operations most professionally meeting the strategic objective while not overlooking the minute details that are so critical to successful movement operations. He continues to develop himself academically and has acquired an impressive number of credentials in the field of logistics and supply chain management. I have often sought and used his advice in drafting Movement Control doctrine and standard operating procedures.

Surmounted challenges related to insufficient resources and remote locations. Juggled the competing demands of other UN entities to coordinate efforts without compromise to costs. Consolidated efforts by staging transit with a single outsourced 3rd party logistics (3PL) provider under flexible terms, lowered freight costs, minimised operational gaps and maximised vessel space.

CONTEXT:Reported to the Chief Movement Control Officer. Served in Port-Au-Prince, Haiti as part of the United Nations Stabilisation Mission (MINUSTAH) to support the immediate recovery, reconstruction and stability efforts in the country following armed conflicts in 2002, the 2010 earthquake that resulted in more than 220,000 deaths (including 96 UN peacekeepers) and the subsequent outbreak of cholera.ACCOUNTABILITIES:Responsible for the movement of United Nations (UN) troops, contingent-owned equipment (COE), UN-owned equipment (UNOE) and freight within a mission area that comprised Haiti and the Dominican Republic. HIGHLIGHTS:► Stepped up to the role of Section Chief in the absence of the post-holder while maintaining the management of the mission’s entire freight distribution and UN trucking and shipping operations, including air- and sealifts to/from troop contributing countries (in South America, South Asia, Middle East and Africa). These air- & sealifts included both regular UN troop rotations as well as the de-induction, consolidation and deployment of contingent-owned equipment (containers, vehicles etc) from the mission area to home country or to another UN mission. Heading a lean and agile team (25) of logistics specialists, operating a fleet of 20-25 UN-owned heavy trucks & trailers, contracting/managing a coastal barge delivering freight to remote outposts, & co-tasking a fleet (4-6) of medium-sized helicopters for cargo and passenger transportation.► Resolved operational inefficiencies linked to analysis, tracking, scheduling, forecasting and distribution and cut costs by ~US$350K pa. Increased truck utilisation rates by up to 40% a tonne per kilometre. Transitioned multiple paper-based processes to electronic, upskilled technology-resistant staff, improved asset tracking and freight movement, increased transparency in reporting, facilitated quicker deliveries and contributed to more accurate forecasting and increased customer satisfaction.

CONTEXT:Reported to the Chief Integrated Support Services. Served in Chad as part of the United Nations Mission in Central African Republic and Chad (MINURCAT) established to protect civilians, promote human rights and peace & the rule of law. Challenges were augmented in this highly volatile region dealing with increased tension in the community due to the combination of the displacement of Chadians by civil war, the influx of 250,000 Sudanese refugees, & armed activities and banditry which threatened the security of the civilian population, the conduct of humanitarian operations & the stability of eastern Chad, Central African Republic, Cameroon & Sudan. ACCOUNTABILITIES:Established multimodal logistics & supply chain operations from the ground up.HIGHLIGHTS:► Rapidly airlifted circa 6000 troops into 8 countries, shipped 2500 units of military hardware via 6 major sealifts, decommissioned 1500 units of UN-owned assets & reassigned, repatriated or made redundant a further 750 staffers located over 2000 kms from the nearest seaport, & within a third of the time usually afforded for mobilisations of this scale, due to an abruptly mandated Government order to withdraw from Chad. Despite an approved request for increased budget, saved over US$2M on the project, & delivered without any loss of life or equipment, regardless of operational & logistical constraints owing to the harsh physical environment, remoteness, extreme climate & virtual absence of infrastructure, resources & support structures.► As part of the above project, determined an exit strategy for 30% of cargo to ship via Libya (prior to its civil war breaking out) that leveraged a larger trucking market and contributed to reducing overall costs. Liaised with Government authorities in 4 countries to maintain diplomacy and personally oversaw all operations. Collaborated with UN partner agencies to negotiate on transportations costs, and prevented exploitation from syndicates prone to price-fixing.

CONTEXT: Reported to the Chief Integrated Support Services The UN Interim Administration Mission in Kosovo (UNMIK) was established to mark the end of a NATO intervention that had followed massive human rights violations by Serbian authorities, clashes between the Kosovo-Albanian and Yugoslav forces and mass deportations. In the first ever operation of its kind, the operation brought together 4 pillars of leadership: UNHCR humanitarian assistance, UN civil administration, OSCE democratisation, institution building and EU-managed reconstruction and economic development.ACCOUNTABILITIES:Entrusted to ensure safe and efficient transportation of civilian and military personnel, cargo and goods within the mission. Deploy and redeploy formed riot police units and their equipment to/from the mission area.HIGHLIGHTS:►Led a change management project that reflected mandated requirements for a reduction in police contributing countries. Revised tactical and strategic transport requirements and network.►Achieved cost savings through downsizing and consolidation of UN assets by close collaboration with the United Nations Logistics Base located in Brindisi/Italy.
