One of the skills I respected most was Tom's expertise in stakeholder management. In the lead up to our trip Tom was incredibly helpful in coordinating travel to what is the most remote place to which I've ever been. He was consistent in his messaging, made sure that we were aware of the risks, and gave us a clear sense of what we'd need while there. As a photographer traveling to a remote region it's invaluable to have a contact that can help me gain the trust of the community. Tom was everything I could have hoped for in this. His commitment to the betterment of the lives of those in South Sudan continues to inspire me. As a foreigner in an environment that is completely unlike that from which he comes, Tom displayed a great deal of grace in working with the local Sudanese staff to ensure that they were empowered to run the clinic without the aid of a foreigner. He is a model of what I believe is the best way to involve oneself in humanitarian work abroad and I'm proud to call him a friend.

Provide leadership and subject matter expertise for workforce planning and analysis, training and IT systems at a range of Federal clients, including the U.S. Department of Education’s Office of Federal Student Aid (FSA), the Federal Emergency Management Agency (FEMA), and U.S. Coast Guard. • Served as Deputy Project Manager for a team conducting a Workforce Planning and Staffing Model Engagement. Our key work products include a benchmarking study and a workforce staffing model from which to make data-driven, enterprise-wide staffing decisions. Received "Excellent" CPAR rating in all categories. Because of our research and analysis, agency leadership has been able to visually see where offices have capacity gaps, backlogs of required work, or important but not required support activities which are currently not being done. • Conducted and supported more than 250 interviews with more than 100 FSA agency leaders, managers, and subject-matter experts to effectively document and estimate their work processes, drivers, and contextual information. • Led the research and drafting of a detailed benchmarking study that examined a range of key work functions against more than 20 other Federal agencies, as well as a number of enterprise-wide factors such as employee engagement and supervisory ratios. Compiled and analyzed findings on work not done, including key risks and mitigation strategies. Supported efforts to develop standardized Tables of Organization. • Serve as Program Manager for a training project within the Financial Systems Modernization (FSM) TRIO implementation at the U.S. Coast Guard, overseeing an 8-person team of trainers and Oracle functional SMEs, working towards the smooth go-live for 16,000 users. • Manage reporting and status updates to leadership and contracting officials, providing clear, timely, and direct updates to inform decision-making and planning. As onsite project manager, I provided daily, direct support to PAS appointees and career leaders in strategic planning, policy, communications, calendar management, and other areas a grant-making and policy office within the U.S. Department of Health and Human Services’ Administration for Children and Families. I oversaw two Federal contracts totalling approximately $2 million per year. I provided expert project management and oversaw a team providing strategic communications, policy analysis, technical support, event planning, and grants management. In addition, I recruited, hired, and supervised a diverse and high-functioning team of 15 staff with nine different job descriptions across four divisions. My direct work included preparing/reviewing talking points and speeches, external communications, and support for strategic planning. As part of this work, I also supported Congressional testimony and responses including organizing Q&A, researching and responding to QFRs, and coordinating moot hearings. Key deliverables including the planning and execution of numerous events, including Tribal consultations, Advisory Committee meetings, and an annual 3-day collaborative meeting of more than 500 federal staff and grantees, which continually received improved attendee and client feedback. This work also included small-scale technology support and change management, including designing and improving user of adoption of an office-wide SharePoint site and an Access-based database that ties multiple data sources together. This helped staff and leadership better track and conduct analysis, resulting in much more efficient and accurate reporting and improved user satisfaction. Show less
