Located in Newberry, Florida Institutional Legal Services (FILS) is the only statewide legal services program in Florida dedicated exclusively to advocating on behalf of prisoners and others in government custody. FILS uses its limited resources to advocate for broad improvements in institutional conditions through class action and impact civil rights litigation to serve people institutionalized in Florida. FILS also provides resource information and limited assistance on federal benefits to people who are reentering society from institutions through our Reentry Assistance Project (RAP). Through RAP, we have a toll-free hotline that inmates and people who are recently released from institutions can call to request information about benefits and representation. FILS' priorities include working with women, youth, and other special populations in state custody, providing education and advocacy to parents in prison, and working to improve conditions in immigration detention.
