As GIS Manager for the Richland County Regional Planning Commission I managed the activities of the GIS Consortium program, an entirely locally funded committee of all county cities and villages, several townships, and many county agencies. I was also contracted to the Richland County Engineer for 30% of my time to act as their GIS Manager. I created maps and did GIS analysis for all levels of government, from county commissioners to road departments to 9-1-1 to the Land Bank. ● Managed the distribution of spatial data to 70+ desktop GIS viewers (some heavily customized). ● Maintained the county's Location Based Response System centerline and address databases, including custom exports for the county's 9-1-1 systems, GIS viewers, OGRIP, and ODOT. ● Designed and built databases and applications for utilities for several villages. ● Worked within very tight budget constraints. Obtained a grant to perform an updated GIS needs assessment and purchase new hardware and software. Enhanced revenue by doing "special" mapping projects for Consortium members beyond the scope of the Consortium bylaws. As part of a team of GIS specialists and administrators, I primarily maintained the county's ArcSDE enterprise geodatabases and public and intranet ArcIMS-powered web maps, including providing technical support for county employees and the public using the web maps. At some point in my time at MCSE I served as engineering technician, survey technician, GIS Coordinator, and/or IT administrator, drafting construction plans for water and sanitary sewer projects, topographic surveying and construction stakeout, researching right-of-way and property records and drafting easements, and many maps and GIS analysis projects. ● In order to implement GIS, built a LAN connecting to the county's tax map GIS and installed a GIS server/workstation. ● Working with consultants, designed and built a network of geodetic monuments that were blue-booked with the National Geodetic Survey. ● Managed utility mapping that located several thousand sanitary manholes with centimeter accurate RTK GPS, using the geodetic network for base coordinates. ● Authored drafting standards and procedures.
