Manage $4M contract and direct activities related to Emergency Preparedness and Response for CMS. Serve as Sr. Policy Advisor on events that could cause catastrophic health effects and mass casualties. Contribute to development of national policies, plans, and objectives. Spearhead efforts to address critical emergency management, response, and recovery goals.KEY ACCOMPLISHMENTS:1). Improved decision making during disasters and emergencies by standardizing data collection and reporting. 2). Led development and publication of five CMS Capabilities reports for the HHS-Wide Compendium of Response and Recovery Resources and Capabilities for use by Federal, State, local, territorial, and tribal stakeholders including tribal public health officials, medical emergency personnel. 3). Streamlined the CMS situation report for use in reporting during emergencies and disasters. ). Represented CMS and its interests during the development of content for the HHS National Health Security Strategy (NHSS)/ FEMAs National Preparedness Report (NPR)/ FEMAs National Disaster Recovery Framework (NDRF) and Federal Interagency Operational Plan (FIOP) and Biologic Incident Annex (BIA).

Hired, trained, and oriented new staff members; developed on-boarding procedures.KEY ACCOMPLISHMENTS: 1). Managed three (3) Commissioned Officers and ten (10) Civil Servants; successfully directed staff according to two different personnel systems; coached, mentored, and developed staff. 2). Provided information and guided team on legal issues related to grant programs, including enforcement of federal and state requirements, grant approval process, compliance with the Freedom of Information Act, and assistance with legal questions; developed grant oversight program requirements. 3). Developed application approval process and oversaw approvals of 20 State Health Insurance Marketplace applications.

Supervised staff of 35 emergency management specialists that worked with local public health agencies and governments to identify and plan for specific threats assessments and vulnerabilities. Developed / disseminated program policies and procedures. Coordinated emergency public health and medical preparedness activities. KEY ACCOMPLISHMENTS:1). Developed, wrote, and published first Field Operations Guide (FOG) for Incident Response Coordination Teams (IRCT). 2). Served as Planning Section Chief during numerous federally declared disasters to include National Political Conventions, Inaugurations, Hurricanes, Earthquakes and Public Health Outbreaks. 3). Responsible for rostering and deployment of advance command and control teams during Public Health and Medical response operations.

Director, Hospital Preparedness Program

Provided overall management, direction and oversight for 62 Cooperative Agreements with a budget of $470 million, and 14 project staff. Provided customer-focused service and programmatic/technical content related to programs to partners, trade organizations, and international governments.KEY ACCOMPLISHMENTS:1). Administered $470M in grant funds to help states and hospitals / healthcare systems achieve preparedness improvements, led development of funding opportunities, and coordinated process for new grants. 2). Selected by HHS in 2005 to join a State Department delegation of experts to meet with the Ministry of Health in Athens, Greece, to discuss medical surge capacity for hospitals in preparation of the 2005 Olympic Games. 3). Received “Secretary’s Award for Distinguished Service,” in 2007 in recognition of extraordinary “national leadership and vision in building the capacity of the nation’s healthcare system to respond to acts of terrorism and other public health emergencies.”
