Peter Droege
I worked with Philip Couture when I was the interim-director of Step 13 - a residential program that offers men who have lost everything to an alcohol and/or drug addiction the opportunity to reclaim their lives through a program that requires sobriety, work, and accountability. Phil and his team helped identify candidates for our program and, once the men had enrolled, they offered ongoing support and encouragement. Phil was an outstanding leader at Christ in the City and continues to be one of the most knowledgeable and impactful leaders in his field.

I am writing in reference to Philip Couture as an individual with whom I have had the distinct pleasure of working with in his efforts to become more acquainted with those suffering from the disease of addiction and coping with the consequences of the disease. Philip heads an outreach program for Christ in the City and has, on a number of occasions, asked that I speak with his outreach volunteers to help educate them regarding the disease of addiction and how it directly relates to homelessness. Philip has had his staff tour our facility, had me come to speak with them at their missionary headquarters and engaged me in a video presentation geared toward teaching others about those individuals who are suffering and how best to reach out to them to offer assistance. I cannot speak highly enough of Philip's desire to help those in need, his efforts to learn about that segment of the population, and the work that he has done to achieve the knowledge to do such. Philip is an extremely caring individual who wants only to help those people in need and has taken the time to learn how to go about that process in the most effective manner. Philip functions as a mentor to others with the same drive to help those in our community who require help and uses the information that he has gathered to teach others. I would highly recommend Philip as an individual that can be counted on to lead the effort to help those who are homeless and caught in the addiction cycle. His genuine concern for others and his drive to learn and apply the knowledge to provide that aid is remarkable and very respectable. SUMMARYI trained and directed missionaries in their outreach to the chronically homeless. The goal of this outreach is befriend the chronically homeless and help them to reconcile the relationships in their lives.• Plan and execute initial and ongoing training for +20 missionaries.• Accompany and advise the missionaries in street ministry during training by rotating between all the teams.• Coordinate the missionaries' daily schedules in relation to street ministry.• Meet weekly with missionary teams to strategize the rehabilitation of active relationships with the chronically homeless.• Oversee coordination, donations and permits for feeding +250 homeless a week.• Respond to difficulties that missionaries encounter on the streets and provide direct intervention as necessary.KEY CONTRIBUTIONS• Reevaluated and developed success indicators and methodology for outreach to the chronically homeless based on a hermeneutic of human dignity, relationship, and reconciliation.• Developed a common language, culture, and programs for communicating the mission.• Collaborated with outside programs and experts to standardize an approach to addiction based on an integral understanding of the human person, scientific research, and categories from the 12 steps.• Collaborated with outside programs and experts to standardize an approach to mental illness.• Created handbook summarizing the success indicators and methodology for missionary outreach to the chronically homeless.• Expanded possibilities for volunteering at weekly Lunch in the Park by providing additional opportunities for training and developing protocol for guiding minors in encountering the poor.• Expanded network of contacts with outside agencies to collaborate in rehabilitating the chronically homeless.
