      As a Research Professor, am currently engaged in grant-funded and other research on the relevance of administrative justice to broader access to justice and anticorruption initiatives, particularly as regards citizens’ labor rights and disputes involving public benefits. Also pursue research on cross-sectoral programming in U.S. Agency for International Development (USAID)-funded projects generally, and local government support projects in particular. Currently direct a $1.29m Strengthening Rwandan Administrative Justice program focused on public education on administrative justice via TV and community radio broadcasts (and video dramas), as well as capacity-building of labor inspectors and other relevant front-line public officials from the Ministry of Public Service and Labor. Currently PI on a 3-year, $943,000 USAID-funded Administrative Justice program in Rwanda, focused on using data on issues with administrative decisionmaking to inform training for public officials, a public awareness campaign to improve legal aid services and citizen understanding of rights in the administrative process, and legal and procedural reforms. Have undertaken training for USAID officers on administrative law and its relevance to USAID democracy and governance cross-sectoral programming integration efforts. Also have conducted a number of evaluations and assessments for donors such as USAID and the World Bank, including a global rule of law portfolio evaluation for the US State Department, co-authorship of a USAID handbook on democracy and governance cross-sectoral integration for sustainable landscapes programming, a mid-term evaluation of a legal reform project in Myanmar, advisory assistance on a judicial corruption study in the Republic of Georgia, a case study of a hybrid health/local government capacity building project in Uganda, an evaluation of democracy, rights, and governance cross-sectoral programming in Malawi for USAID, and a DRG portfolio review evaluation for USAID in Zimbabwe.       Responsible for directing and overseeing the work of an international development assistance center with an average annual budget of $12 million, which carries out overseas technical assistance and research projects under the aegis of the Rockefeller College of Public Affairs and Policy at the State University of New York at Albany. The Center’s recent work involved projects focused on legislative development, local government and public management strengthening, and civil society capacity-building; and legal, administrative and regulatory reform in a number of countries, including Uganda, Kenya, Bosnia, South Sudan, Afghanistan, Bangladesh, China, Serbia, Lebanon, Malawi, Cote d’Ivoire, and Rwanda. Was significantly involved in helping oversee implementation and M&E work related to parliamentary and local government strengthening projects in Kenya, Uganda, and Cote d’Ivoire. Personally directed the Center’s involvement in special USAID-and State Department-funded China administrative law reform projects designed to develop provincial and municipal-level administrative procedure regulations, including creation of more open systems for access to government information, rulemaking and policymaking, and administrative decisionmaking. Separately participated in a State Department-funded assessment of rulemaking procedures in several Chinese provincial jurisdictions. Also worked with USAID Democracy, Rights, and Governance personnel on better articulating cross-sectoral integration of Democracy and Governance programming and administrative accountability tools and concepts with other sectoral initiatives and activities.
