  Ensures the health and welfare of the rating by serving as a liaison with warfare leads, System Commands (SYSCOMs), Enlisted Community Managers (ECM)/Officer Community Managers (OCMs), and fleet representatives. Responsible for streamlining the community’s processes and helps ensure compliance with updates, changes, and new upgraded system upgraded implementation in curriculum. This billet implements change and validates Center for Surface Combat Systems (CSCS) detachment curriculum needs through Course Curriculum Model Manager (CCMM), while ensuring assets are available to reduce or eliminate training shortfalls. The Rate Lead works with Job Duty Task Analysis (JDTA) teams and Learning sites collecting and compiling all pre-existing job duty task data and present it to the Rate Leads for SME review. Pre-existing data can come from a variety of sources; i.e. approved job Occupational Standards, Rate Training Manuals, Personnel Qualification Standards, Technical Manuals and Publications. The Learning Center works with SME’s to revise the JDTA data which is validated and then becomes the basis for revised training content. The Rate Lead aids in creating the annual Program Objective Memorandum (POM) to track, maintain, and request course cancelations through projected budget and demand signals in the fleet. Show less
