As the head of the Division of Development Services inthe Department of Planning and Development, supervised ~25 full-time staff members, which ishalf of the DPD staff in the City. Oversaw all project review, zoning, permitting, and codeenforcement personnel and operations. Worked to both develop and implement programs andpolicies to enhance code enforcement practices and to streamline economic developmentpermitting. Enhanced customer service for project applicants and members of the public, andadministered and authored land-use, building, conservation, housing, sanitary, and historicregulations and policies consistent with the City of Lowell Comprehensive Master Plan. Draftedand implemented comprehensive marijuana zoning regulations; led the City’s Marijuana TaskForce, which interviewed, vetted, and fully reviewed all marijuana applicants before making finalrecommendations to the City Manager. Drafted and executed all Host Community Agreementsfor marijuana businesses in the City, approximately 17 thus far. Successfully implementedpolicies and practices in Development Services to insure that the staff reflected and representedthe diverse population of the City. Working with the DPD Director, was primarily responsible forformulating, preparing, and submitting the ~$3 million budget for the Department of Planningand Development for the last 8 years. As ADA Coordinator, have worked to prepare andimplement ADA Transition Plans for various City properties. With the City’s MIS Department,implemented both online permitting and digital inspections for code inspectors. Oversaw thehiring process for over 30 separate Development Services staff. Additionally, this position bothoversaw and served on the City’s Community Preservation Committee.
