Responsible for the development and management of a Value Engineering Program for the Department, including scheduling studies, tracking proposed recommendations and results, and managing the Value Engineering consultants. Initiated, developed, and managed the Department’s Subsurface Utility Engineering (SUE) program. Played an integral role in Department Initiatives involving Fiber-Optic Cable and Wireless Installations on Department Highway Right-of-Way. Provided guidance to all the Department’s Regional Offices and Main Office Program areas on A+B, Lane Rental, and Incentive/Disincentive issues. Responsible for securing agreements with utility companies necessary to progress the Department’s highway program and provide guidance to the Department’s Regional Offices on utility matters.
