      ACM is the market regulator and competition authority in The Netherlands. ACM implements European recommendations to the local relevant markets including amongst others electronic communications.At ACM I am involved in both regulation based on the European electronic communications regulatory framework as well as dispute resolution. Due to the fact that only very few people have both legal and technical expertise on a masters level, I am involved in various projects. For example I am the project manager of the regulation of the technology shift from the old ATM technology to a modern ethernet based foundation in The Netherlands fixed network infrastructure. In various other projects including broadband access, machine-to-machine communications, costing, television towers amongst other, I am responsible for translating technological components (e.g. in network infrastructure) in terms of possible legal risks as well as regulatory opportunities. By doing so I enable decision makers to understand the technological and legal impact what they are going to conclude. Besides my responsibilities within ACM, I also represent the regulator in several independent bodies like the foundation Forum for Interconnection and Special Access (in Dutch: FIST) in which all major telecommunication operators in the Netherlands participate. My role is both to settle any emerging disputes if possible as well as protecting public interests. I am also responsible for keeping track of emerging innovations and advocate them within the organization by chairing the regulator's internal knowledge network in the expertise of electronic communications technology.       OPTA as one of ACM's predecessors was the Dutch sector specific regulator for electronic communications. During my first years at OPTA I specialized in next generation access. This was a quite interesting period with a number of innovations regarding consumer access to broadband services. Organizing round tables with the leading providers and also a lot of participation in European working groups was involved. In this period I was able to get the importance of Fiber to the Home rollout on our organizations internal roadmap. Later I was able to broaden my field of expertise and was also involved in the first attempt to implement the wholesale line rental cable broadcasting reference contract in The Netherlands. One of the most interesting projects in this period was the self regulation of telecommunications consumer switching in the Netherlands. This project involved a lot of cooperation with the Economic Affairs department and all leading Dutch internet service providers. Of course I was also involved in one of OPTA's major tasks: the regulation of telecommunication markets according to the European Commission's recommendation on relevant markets (in particular the markets for unbundled access, wholesale broadband access and leased lines).
