Overview

Justice Michael H. Tulloch was appointed by the Ontario Government to undertake a full and independent review of Ontario Regulation 58/16, which outlines Ontario’s new rules on police street checks, a practice sometimes referred to as "carding". By January 2019, he will be making recommendations to the government about those laws and their implementation. To inform those recommendations, Justice Tulloch and his team will be reviewing the content of the Regulation and assessing whether police officers, chiefs of police and police services boards are complying with it. More specifically, they will assess whether the Regulation reflects the government’s goal of ensuring that police-public relations are consistent, bias-free and done in a way that promotes public confidence and protects human rights. This Review will examine all relevant materials (including training, policies, and procedures around the Regulation) and include extensive consultations with individuals and organizations.
