Building capacity to prepare and respond to complex coordinated terrorist attacks across the country. Complex coordinated terrorist attacks can be classified by one of the following core component incidents happening at multiple sites or more than one core component happening at one site or multiple sites. Core components include active violence, fire as a weapon, explosives, CBRN, and civil disturbance.
