Overview

The Energy Efficiency Fund is a Ukrainian government institution providing instruments for thermal innovations in multi-family buildings where homeowners associations were established (HOA). The Fund was established by the Cabinet of Ministers of Ukraine in accordance with the Law of Ukraine «On the Energy Efficiency Fund» and taking into account the best European experience of similar funds. The Fund’s mission is to bring Ukraine up to European levels of energy efficiency by reducing the level of energy consumption and СО2 emissions in the residential sector, thus achieving a decrease in the adverse impact on the environment Its activities are aimed at supporting energy efficiency initiatives, implementing incentives and supporting measures to improve the energy efficiency of buildings and energy conservation, in particular in the housing sector. This is done with due consideration for the National Plan of Energy Efficiency. It aims to reduce CO2 emissions to fulfill the Paris Agreement, to implement acquis communautaire of the European Union and Treaty Establishing the Energy Community, and to ensure Ukraine’s compliance with its international obligations in the area of energy efficiency. The Fund's activities are financed by the State Budget of Ukraine, with a co-financing from the EU and the Government of Germany. During the last three years, the Fund implemented a Program to support the energy modernization of multi-apartment buildings (‘ENERGODIM’) in cooperation with the International Finance Corporation (IFC) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The Fund provides grants for Ukrainian homeowner associations (HOAs) for implementing comprehensive technical solutions for enhancement of buildings’ energy efficiency. As a result, co-owners of such buildings not only save their money via decreasing of communal services costs, but also get a better level of comfort.
