The PPP is a contractual mode that makes it possible to acquire public goods and to provide public services. PPP contracts can include those to build and manage new infrastructure, those to make major upgrades to existing infrastructure (known as infrastructure PPP's) and those where a private partner manages existing infrastructure or is limited to provide or implement public services (called service PPPs or public service delegation).
