The Association of Local Governments of Nigeria (ALGON) consists of members made up of all the 774 Local Government Areas in Nigeria. ALGON therefore has grassroots membership and support. It is the closest to the ordinary Nigerian and is the most populated in the political pyramid made up of the Federal Government, State Governments and the Local Governments. Although the existence of local governments is protected by the 1999 constitution, they do not have financial autonomy nor does the constitution have a clear and concrete provision for independent revenue sources for them. The State/Local Government Joint Accounts arrangement through which federal allocations reach local governments has also been cornered by the respective state governments. The local governments are therefore left to explore other opportunities to source for revenue for grassroots development.
